The Standing Committee on Aboriginal Affairs and Northern Development met at 9:05 a.m. this day, in Room 371, West Block, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Harold Albrecht, Hon. Larry Bagnell, Rob Clarke, Jean Crowder, John Duncan, Marc Lemay, Yvon Lévesque, LaVar Payne, Greg Rickford, Todd Norman Russell and Bruce Stanton.

 

Acting Members present: Hon. Geoff Regan for Hon. Mauril Bélanger.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; Marlisa Tiedemann, Analyst.

 

Witnesses: Department of Indian Affairs and Northern Development: John Dempsey, Director, Policy, Indian Oil and Gas Canada; Karl Jacques, Senior Counsel. Independent Lobby to amend the Indian Oil and Gas Act: Julia Back-Skidders, Secretary-Treasurer of the Akwesasne Petroleum Coop; Eugene Seymour, Coordinator. Assembly of First Nations: Chief Carolyn Buffalo, Chief of the Montana Cree Nation.

 
Pursuant to the Order of Reference of Friday, February 13, 2009, the Committee commenced consideration of Bill C-5, An Act to amend the Indian Oil and Gas Act.
 

Carolyn Buffalo, Julia Back-Skidders and Eugene Seymour made statements and answered questions.

 

At 10:18 a.m., the sitting was suspended.

At 10:29 a.m., the sitting resumed.

 

John Dempsey and Karl Jacques made statements and answered questions.

 

It was agreed, — That the Committee commence clause-by-clause consideration of Bill C-5 during the second hour of the meeting on Tuesday, March 10, 2009, following consideration of the Supplementary Estimates C.

 

At 10:58 a.m., the Committee adjourned to the call of the Chair.
