The Standing Committee on Aboriginal Affairs and Northern Development met at 9:01 a.m. this day, in Room 371, West Block, the Vice-Chair, Todd Norman Russell, presiding.

 

Members of the Committee present: Harold Albrecht, Hon. Larry Bagnell, Hon. Mauril Bélanger, Jean Crowder, John Duncan, Marc Lemay, Yvon Lévesque, LaVar Payne, Greg Rickford, Todd Norman Russell and Bruce Stanton.

 

Acting Members present: Nicole Demers for Marc Lemay and Maurice Vellacott for Rob Clarke.

 

In attendance: Library of Parliament: Mary Hurley, Analyst. House of Commons: Marc Toupin, Legislative Clerk.

 

Witnesses: Grand Council of the Crees: Brian Craik, Director, Federal Relations; Bill Namagoose, Executive Director; Denis Blanchette, Legal Counsel, Gowlings Montreal; Pierre Pilote, Legal Counsel, Gowlings Montreal. Oujé-Bougoumou First Nation: James A. O'Reilly, Legal Counsel. Department of Indian Affairs and Northern Development: Stephen Gagnon, Director General, Implementation Branch; Deborah Corber, Counsel, Agent of the Attorney General of Canada; Marianne Kroes, Counsel.

 
Pursuant to the Order of Reference of Thursday, May 7, 2009, the Committee commenced consideration of Bill C-28, An Act to amend the Cree-Naskapi (of Quebec) Act.
 

The witnesses made statements and answered questions.

 

At 9:35 a.m., Bruce Stanton took the Chair.

 

At 10:15 a.m., the sitting was suspended.

At 10:22 a.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

By unanimous consent, Clauses 1 to 8 inclusive carried severally.

 

On Clause 9,

 
On motion of John Duncan, it was agreed, — That Bill C-28, in Clause 9, be amended by replacing, in the English version, line 12 on page 6 with the following:

“from time to time, of a resolution supported by a”

 

Clause 9, as amended, carried.

 

By unanimous consent, Clauses 10 to 33 inclusive carried severally.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

At 10:26 a.m., the Committee adjourned to the call of the Chair.
