The Standing Committee on Access to Information, Privacy and Ethics met at 3:34 p.m. this day, in Room 269, West Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Russ Hiebert, Carole Lavallée, Pat Martin, Richard Nadeau, Glen Douglas Pearson, Paul Szabo, David Tilson, Dave Van Kesteren and Mike Wallace.

 

Acting Members present: Mark Holland for Hon. Charles Hubbard and Paul Zed for Sukh Dhaliwal.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst.

 

Witnesses: Canadian Security Intelligence Service (CSIS): Geoffrey O'Brian, Advisor, Operations and Legislation. Royal Canadian Mounted Police: Bob Paulson, Chief Superintendent, Acting Assistant Commissioner, National Security Criminal Investigations.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Pat Martin moved, — That the Standing Committee on Access to Information, Privacy and Ethics report to the House recommending that the Standing Orders of the House of Commons be amended as follows so that in s. 3(3) of Appendix I, Conflict of Interest Code for Members of the House of Commons, the word "or" is dropped after the word "public" in subsection (b), and in its place the following words be added:

(c) if the private interest consists of being named as a defendant in a lawsuit regarding matters then before Parliament or a Committee of Parliament; or and to re-letter the remainder of the subsection accordingly.

 

The Chair ruled the proposed motion out of order.

 

Pat Martin appealed the decision of the Chair.

 

The Ruling of the Chair was not sustained by a show of hands: YEAS: 4; NAYS: 6

 

Carole Lavallée moved, — That the motion be amended by adding before the word “That” the following: “Pursuant to Standing Order 108(2)”.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 22, 2007, the Committee resumed its study of the Privacy Act Reform.
 

The witnesses made statements and answered questions.
