The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 10:05 a.m. this day, in Room 237-C, Centre Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Sukh Dhaliwal, Russ Hiebert, Hon. Charles Hubbard, Carole Lavallée, Pat Martin, Richard Nadeau, Paul Szabo and David Tilson.

 

Acting Members present: Gary Goodyear for Mike Wallace, Hon. Dominic LeBlanc for Glen Douglas Pearson, Pierre Poilievre for Dave Batters, Hon. Karen Redman for Sukh Dhaliwal and Scott Reid for Dave Van Kesteren.

 

Other Members present: Thomas J. Mulcair.

 

In attendance: House of Commons: James Latimer, Committee Clerk. Library of Parliament: Kristen Douglas, Analyst; Sebastian Spano, Analyst.

 

Witnesses: Elections Canada: Marc Mayrand, Chief Electoral Officer; François Bernier, Director, Legal Services.

 
Pursuant to S.O. 108(3)(h)(vi) and the motion adopted by the Committee on June 19, 2008, the Committee commenced its study of the Activities of the Conservative Party of Canada during the 2006 Election Campaign in relation to certain Election Campaign Expenses and the Ethical Standards of Public Office Holders.
 

Marc Mayrand made a statement and answered questions.

 

At 12:05 p.m., the sitting was suspended.

At 2:04 p.m., the sitting resumed.

 

Marc Mayrand made a statement and with François Bernier answered questions.

 

Pierre Poilievre moved, — That, the Committee continue questionning the witnesses for one additional round; and that the Committee then proceed to the consideration of matters related to committee business.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.

 

Scott Reid moved, — That, pursuant to Standing Order 108(2) and in reference to the current study underway by this Committee, the Committee request that the Chief Electoral Officer appoint an independent investigator to review the allegations of a leak of a planned search of Conservative Party headquarters, and that this investigation include all individuals who were privy to information about the search before the search occurred.

 

It was agreed, — That the debate on the motion be adjourned until the next meeting.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That all parties submit lists of potential witnesses no later than 10:00 a.m. on July 16, 2008 to the Clerk with official titles and a short rationale for inviting each witness; that the Clerk then consolidate the list and group the suggested witnesses thematically; that the list then be distributed to the Committee in both official languages; and that the Committee members consider the list of potential witnesses in the afternoon of July 16, 2008.

 

At 4:36 p.m., the Committee adjourned to the call of the Chair.
