The clerk gave a presentation on the financial status of the global envelope for committee activities.

It was agreed, — That the Standing Committee on Agriculture and Agri-Food be granted a travel budget of $96,417.68 to travel to Glasgow, United Kingdom, in the Summer of 2022, to attend the 22nd World Congress of Soil Science.

It was agreed, — That the Standing Committee on International Trade be granted a travel budget of $149,654.93 to travel to Singapore, Singapore, in the Fall of 2022, in relation to its study of Trade Opportunities for Canadian Businesses in the Indo-Pacific.

It was agreed, — That the Standing Committee on Citizenship and Immigration be granted a travel budget of $170,697.47 to travel to Abu Dhabi, United Arab Emirates; Dubaï, United Arab Emirates and Dakar, Senegal, in the Fall of 2022, in relation to its study of Application Backlogs and Processing Times.

It was agreed, — That the Standing Committee on Access to Information, Privacy and Ethics be granted a travel budget of $42,689.38 to travel to Denver, Colorado, United States of America, in the Summer or Fall of 2022, in relation to its study of Use and Impact of Facial Recognition Technology.

It was agreed, — That the Standing Committee on Finance be granted a travel budget of $134,919.05 to travel to Fredericton, New Brunswick; Halifax, Nova Scotia; Québec, Québec; Charlottetown, Prince Edward Island and Toronto, Ontario, in the Fall of 2022, in relation to its study of Pre Budget Consultations in Advance of the 2023 Budget.

It was agreed, — That the Standing Committee on Finance be granted a travel budget of $140,209.35 to travel to Whitehorse, Yukon; Victoria, British Columbia; Edmonton, Alberta; Winnipeg, Manitoba and Regina, Saskatchewan, in the Fall of 2022, in relation to its study of Pre Budget Consultations in Advance of the 2023 Budget.

It was agreed, — That the Standing Committee on Fisheries and Oceans be granted a travel budget of $130,367.83 to travel to Oslo, Norway; Trondheim, Norway; Oslo County, Norway and Trøndelag County, Norway, in the Fall of 2022, in relation to its study of Pinniped Stock Management.

It was agreed, — That the Standing Committee on Indigenous and Northern Affairs be granted a travel budget of $180,420.40 to travel to Yellowknife, Northwest Territories; Kugluktuk, Nunavut and Cambridge Bay, Nunavut, in the Summer or Fall of 2022, in relation to its study of Arctic Sovereignty, Security and Emergency Preparedness of Indigenous Peoples.

It was agreed, — That the Standing Committee on Industry and Technology be granted a travel budget of $58,295.06 to travel to Helsinki, Finland, in the Fall of 2022, to attend the World Summit of Committees of the Future.

It was agreed, — That the Standing Committee on Justice and Human Rights be granted a travel budget of $147,784.27 to travel to Nuremburg, Germany; Berlin, Germany; Amsterdam, Netherlands and Geneva, Switzerland, in the Summer or Fall of 2022, in relation to its study of Available International Mechanisms to Hold State Parties and Others Accountable for International Atrocity Crimes (War Crimes, Crimes Against Humanity and Genocide).

It was agreed, — That the Standing Committee on National Defence be granted a travel budget of $90,801.77 to travel to Washington, D.C., United States of America and Colorado Springs, Colorado, United States of America, in the Summer or Fall of 2022, in relation to its study of Threat Analysis Affecting Canada and the Canadian Armed Forces’ Operational Readiness to Meet Those Threats.

It was agreed, — That the Standing Committee on Government Operations and Estimates be granted a travel budget of $52,537.80 to travel to Lévis, Québec; Québec, Québec; Halifax, Nova Scotia and Dartmouth, Nova Scotia, in the Summer or Fall of 2022, in relation to its study of National Shipbuilding Strategy.

It was agreed, — That the Standing Committee on Government Operations and Estimates be granted a travel budget of $55,037.80 to travel to Victoria, British Columbia and Vancouver, British Columbia, in the Summer or Fall of 2022, in relation to its study of National Shipbuilding Strategy.

It was agreed, — That travel for the two travel budgets allocated to the Standing Committee on Government Operations and Estimates take place during the same week.

It was agreed, — That the Standing Committee on Public Accounts be granted a travel budget of $32,099.50 to travel to Ottawa, Ontario in the Summer of 2022, to attend the 2022 Joint Annual Meeting of the Canadian Council of Public Accounts Committees and the Council of Canadian Legislative Auditors.

It was agreed, — That the Standing Committee on Science and Research be granted a travel budget of $86,272.80 to travel to Vancouver, British Columbia; Penticton, British Columbia; Saskatoon, Saskatchewan; Sudbury, Ontario and Chalk River, Ontario, in the Summer or Fall of 2022, in relation to its study of Big Science in Canada.

It was agreed, — That the Standing Committee on Transport, Infrastructure and Communities be granted a travel budget of $110,298.95, to travel to St. John’s, Newfoundland and Labrador; Halifax, Nova Scotia; Montréal, Québec; Hamilton-Niagara (region), Ontario; Vancouver, British Columbia; Prince Rupert, British Columbia and Seattle (Washington) (United States of America), in the Fall of 2022, in relation to its study of Large Port Infrastructure Expansion Projects in Canada.

It was agreed, — That the subcommittee, through a letter sent by its Chair, invite all committee Chairs to ask their committee to determine which of their studies may require committee travel during the period from January to March 2023; that committees interested in travelling be invited to prepare a rationale for why such travel would be required and be requested to provide a high-level estimate of related travel costs; that this information be provided to the subcommittee, via its clerk, no later than October 21, 2022; and that budgets that may stem from those travel proposals be submitted to the subcommittee, via its clerk, no later than November 25, 2022.
