Pursuant to Standing Order 108(2), and the motion adopted by the Committee on Thursday, January 31, 2019, the Committee resumed its study of the subject matter of the Supplementary Estimates (B), 2018-19: Votes 1b, 5b and 10b under Department of Employment and Social Development.

Graham Flack made a statement and, with Leslie MacLean, Chantal Maheu and Benoît Robidoux, answered questions.

At 12:02 p.m., the sitting was suspended.

At 12:08 p.m., the sitting resumed in camera.

Pursuant to the Order of Reference of Monday, November 19, 2018, the Committee resumed its study of the labour shortages of the Greater Toronto and Hamilton Area.

The Committee proceeded to give drafting instructions to the analysts for a report.
The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, pursuant to the Order of Reference of Wednesday, February 27, 2019, the Committee invite witnesses to appear for three meetings, including: one meeting dedicated to hearing from the sponsor of M-194, Precarious Employment in Canada, the Member from Sault Ste. Marie, for one hour, and the other hour dedicated to hearing from departmental officials from Employment and Social Development Canada and Statistics Canada; two meetings dedicated to hearing from witnesses on the topic of M-194 and specifically on the topics of precarious employment in Canada, definitions and indicators of precarious employment, data on employment and precarious employment levels of Canadians and as compared with international indicators, better understanding the nature of precarious employment, the role that precarious employment plays in our economy, specifically within the federally-regulated sectors, and the impact that precarious jobs and employment have on the lives of Canadians and those living within Canada; that each party submit their prioritized witness lists, including contact information, to the Clerk of the Committee no later than 10:00 a.m. on Friday, March 8, 2019; that the Committee report its findings, including recommendations, to the House; and that the Committee request that the government table a comprehensive response to the report.

It was agreed, — That the Minister of Employment, Workforce Development and Labour be invited to appear before the Committee in relation to its study of the Subject Matter of the Supplementary Estimates (B), 2018-19, for one hour.

At 12:20 p.m., the Committee adjourned to the call of the Chair.
