Pursuant to the Order of Reference of Thursday, December 8, 2016, the Committee commenced consideration of Bill S-4, An Act to implement a Convention and an Arrangement for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and to amend an Act in respect of a similar Agreement.

Trevor McGowan and Stephanie Smith answered questions.

Pursuant to Standing Order 75(1), consideration of Clause 1, Short Title, was postponed.

Motion

Gérard Deltell moved, — That the Standing Committee on Finance undertake a study on the new mortgage rules as introduced by the Minister of Finance on Monday, October 3, 2016 and that this be reported to the House.

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 5.

At 3:59 p.m., the sitting was suspended.

At 4:05 p.m., the sitting resumed in camera.

It was agreed, — That a proposed supplementary budget in the amount of $ 20,000, for the study of the Pre-Budget Consultations in Advance of the 2017 Budget, be adopted.

At 4:58 p.m., the Committee adjourned to the call of the Chair.
