The Chair called Clause 1.
John Aldag made a statement and answered questions.
At 11:30 a.m., the sitting was suspended.
At 11:32 a.m., the sitting resumed.
The Committee commenced its clause-by-clause study of the Bill.
On Clause 1,
John Aldag moved, — That Bill C-374, in Clause 1, be amended by replacing line 9 on page 1 with the following:“of up to 19 members as follows:”
After debate, the question was put on the amendment of John Aldag and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.
“ing out “and” at the end of paragraph (c) and by replacing paragraph (d) with the following:
(d) one representative — who may be a person referred to in any of paragraphs (a) to (c) or a person appointed under paragraph (e) — for each province or territory, to be appointed by the Governor in Council; and
(e) one representative — who may be a person referred to in any of paragraphs (a) to (c) or a person appointed under paragraph (d) — for each of the following, to be appointed by the Governor in Council:
(i) First Nations,
(ii) the Inuit, and
(iii) the Métis.”
After debate, the question was put on the amendment of John Aldag and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.
“(3) Section 4 of the Act is amended by adding the following after subsection (2):
(2.1) A person is not eligible to be appointed as a representative under paragraph (1)(d) or (e), unless that person has knowledge and experience relevant to the appointment that will assist with the business of the Board.”

On Clause 3,
John Aldag moved, — That Bill C-374, in Clause 3, be amended by replacing lines 6 to 10 on page 2 with the following:“(2) Members of the Board are to be paid, in accordance with Treasury Board directives, travel and living expenses incurred in connection with the business of the Board while absent from their ordinary place of residence.”
After debate, the question was put on the amendment of John Aldag and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.
“Board appointed by the Governor in Council are to be paid expenses fixed by the Governor in Council that are incurred for administrative assistance in connection with the business of the Board.”
After debate, the question was put on the amendment of John Aldag and it was agreed to, by a show of hands: YEAS: 6; NAYS: 2.
