The Committee proceeded to the consideration of matters related to Committee business.

Motion

Mark Gerretsen moved, — That the Committee re-invite the following four witnesses: Canadian Wildlife Federation, Mining Association of Canada, Forest Products Association of Canada and Canadian Boreal Forest Agreement, to appear before the Committee next Tuesday, May 17, 2016, and that drafting instructions for the study on Federal Protected Areas and Conservation Objectives be deferred until the fall.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 25, 2016, the Committee resumed its study of federal protected areas and conservation objectives.

James Brennan, Mark Gloutney and Eleanor Fast made statements and, with Alex MacDonald, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Mark Gerretsen moved, — That, in relation to Orders of Reference from the House respecting Bills,

(a) the Clerk of the Committee shall, upon the Committee receiving such an Order of Reference, write to each Member who is not a member of a caucus represented on the Committee to invite those Members to file with the Clerk of the Committee, in both official languages, any amendments to the Bill, which is the subject of the said Order, which they would suggest that the Committee consider;

(b) suggested amendments filed, pursuant to paragraph (a), at least 48 hours prior to the start of clause-by-clause consideration of the Bill to which the amendments relate shall be deemed to be proposed during the said consideration, provided that the Committee may, by motion, vary this deadline in respect of a given Bill; and

(c) during the clause-by-clause consideration of a Bill, the Chair shall allow a Member who filed suggested amendments, pursuant to paragraph (a), an opportunity to make brief representations in support of them.

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 1.

The Committee resumed consideration of the motion moved by Ed Fast which read as follows:

That the motion adopted by the Committee on February 4 regarding the questioning of witnesses be replaced by the following:

That witnesses from any one organization shall be allowed ten (10) minutes to make their opening statement; and that during the questioning of witnesses, there shall be allocated seven (7) minutes for the first round of questioning; that the order of questions for the first round of questioning shall be as follows: Conservative Party, Liberal Party, New Democratic Party and Liberal Party; that the order of questions for the second round of questioning shall be as follows: Liberal Party: five (5) minutes, Conservative Party: five (5) minutes, Liberal Party: five (5) minutes, Conservative Party: five (5) minutes, New Democratic Party: three (3) minutes; and, that all committee members speak and ask questions of witnesses before a non-committee member present may speak and ask questions of witnesses.

The Chair ruled the proposed motion be divided into two parts as per page 562 of The House of Commons Procedure and Practice , Second Edition.

The motions, to read as follows:

Motion 1- That the motion adopted by the Committee on February 4 regarding the questioning of witnesses be replaced by the following:

That witnesses from any one organization shall be allowed ten (10) minutes to make their opening statement; and that during the questioning of witnesses, there shall be allocated seven (7) minutes for the first round of questioning; that the order of questions for the first round of questioning shall be as follows: Conservative Party, Liberal Party, New Democratic Party and Liberal Party; that the order of questions for the second round of questioning shall be as follows: Liberal Party: five (5) minutes, Conservative Party: five (5) minutes, Liberal Party: five (5) minutes, Conservative Party: five (5) minutes, New Democratic Party: three (3) minutes.

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 5.

Motion 2- That the motion adopted by the Committee on February 4 regarding the questioning of witnesses add the following at the end:

“and, that all committee members speak and ask questions of witnesses before a non-committee member present may speak and ask questions of witnesses.”

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.

At 1:03 p.m., the Committee adjourned to the call of the Chair.
