The Standing Committee on Environment and Sustainable Development met at 3:30 p.m. this day, in Room 306, La Promenade Building, the Chair, Mark Warawa, presiding.

 

Members of the Committee present: Stella Ambler, François Choquette, Kirsty Duncan, Megan Anissa Leslie, James Lunney, François Pilon, Anne Minh-Thu Quach, Michelle Rempel, Robert Sopuck, Lawrence Toet, Mark Warawa and Stephen Woodworth.

 

Acting Members present: David Christopherson for Megan Anissa Leslie, Dany Morin for Anne Minh-Thu Quach, Hon. Geoff Regan for Kirsty Duncan and Mark Strahl for Michelle Rempel.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Scott Vaughan, Commissioner of the Environment and Sustainable Development; Bruce Sloan, Principal, Sustainable Development Strategies, Audits and Studies; Kimberley Leach, Principal; Trevor Shaw, Principal.

 
Pursuant to Standing Order 32(5), the Committee commenced consideration of the Spring 2012 Report of the Commissioner of the Environment and Sustainable Development referred to the Committee on Tuesday, May 8, 2012.
 

Scott Vaughan made a statement and, with the other witnesses, answered questions.

 

Megan Anissa Leslie gave notice of the following motion:

That the Committee immediately commence a study regarding the subject matter of the sections of Bill C-38, An Act to implement certain provisions of the budget, tabled in Parliament on March 29, 2012 and other measures, which directly fall within the mandate of this Committee, namely Part 3, Division 1, Environmental Assessment, Enactment of the Canadian Environmental Assessment Act, 2012; Part 3, Division 6, Canadian Environmental Assessment Act, 1999; Part 3, Division 7, Species at Risk Act; Part 4, Division 9, Parks Canada Agency Act; Part 4, Division 38, Coasting Trade Act; Part 4, Division 40, National Round Table on the Environment and the Economy Act; Part 4, Division 53, Kyoto Protocol Implementation Act.

 

Questioning of the witnesses resumed.

 

A point of order was raised regarding the relevance of the questioning from a Member of the Committee in regards to the scope of the Committee’s study.

 

RULING BY THE CHAIR

The Chair ruled in favor of the point of order.

 

Whereupon, Megan Anissa Leslie appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division: YEAS: Stella Ambler, James Lunney, Michelle Rempel, Robert Sopuck, Lawrence Toet, Stephen Woodworth — 6; NAYS: François Choquette, Kirsty Duncan, Megan Anissa Leslie, François Pilon, Anne Minh-Thu Quach — 5.

 

Questioning of the witnesses resumed

 

At 4:30 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
