The Standing Committee on Public Safety and National Security met in a televised session at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Garry Breitkreuz, Don Davies, Luc Desnoyers, Shelly Glover, Mark Holland, Andrew Kania, Dave MacKenzie, Phil McColeman, Maria Mourani, Rick Norlock, Brent Rathgeber and Borys Wrzesnewskyj.

 

In attendance: Library of Parliament: Tanya Dupuis.

 

Witnesses: Royal Canadian Mounted Police: C/Supt Joe Oliver, Border Integrity. Canada Border Services Agency: Steve Sloan, Post Border Programs Directorate, Programs Branch. Canada Revenue Agency: Pierre Bertrand, Excise and GST/HST Ruling Directorate, Legislative Policy and Regulatory Affairs Branch; Phil McLester, Excise Duties and Taxes Division, Excise and GST/HST Rulings Directorate, Legislative Policy and Regulatory Affairs Branch. Department of Health: Brenda Paine, Office of Policy and Strategic Planning, Controlled Substances and Tobacco Directorate. Department of Public Safety and Emergency Preparedness: Barry MacKillop, Law Enforcement and Border Strategies Directorate. Canadian Cancer Society: Rob Cunningham. Non-Smokers' Rights Association: François Damphousse. National Coalition Against Contraband Tobacco: Jean-Pierre Fortin, Customs and Immigration Union; Dave Bryans, Canadian Convenience Stores Association.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 9, 2010, the Committee proceeded to a briefing on contraband tobacco.
 

It was agreed, — That at 5:15 p.m., the Committee proceed to the consideration of its future business.

 

C/Supt Joe Oliver made a statement and, with the other witnesses, answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

It was agreed, — That the Committee meet on Wednesday, April 28, 2010, from 3:30 to 5:30, and that this meeting be devoted to preparing a list of witnesses as part of the study of Bill C-391, An Act to amend the Criminal Code and the Firearms Act (repeal of long-gun registry).

 

At 5:22 p.m., the Committee adjourned to the call of the Chair.
