The Standing Committee on Health met at 11:03 a.m. this day, in Room 237-C Centre Block, the Vice-Chair, Rob Merrifield, presiding.

 

Members of the Committee present: Hon. Bill Blaikie, Colin Carrie, Nicole Demers, Ruby Dhalla, Steven John Fletcher, James Lunney, Réal Ménard, Rob Merrifield, Michael John Savage and Hon. Robert Thibault.

 

Acting Members present: Gary Goodyear for Steven John Fletcher.

 

Other Members present: Hon. John McKay.

 

In attendance: Library of Parliament: Nancy Miller Chenier, Analyst; Sonya Norris, Analyst.

 

Witnesses: Department of Health: Hélène Goulet, Director General, Tobacco Control Program, Healthy Environments and Consumer Safety Branch; Denis Choinière, Director, Office of Regulations and Compliance, Tobacco Control Program, Healthy Environments and Consumer Safety Branch. Non-Smokers' Rights Association: François Damphousse, Director, Quebec Office; Russ Haven, Legislative Counsel, New York Public Interest Research Group. Physicians for a Smoke-Free Canada: Neil E. Collishaw, Research Director. Imperial Tobacco Canada Limited: Donald McCarty, Vice-President, Law; Pierre Fortier, Vice-President, Corporate Affairs; Gaëtan Duplessis, Division Head, Research and Development.

 
Pursuant to Standing Order 32(5), the Committee commenced consideration of the Proposed Cigarette Ignition Propensity Regulations, pursuant to the Tobacco Act, S.C. 1997, c. 13, sbs. 42.1(1), referred to the Committee on Tuesday, November 30, 2004.
 

Hélène Goulet, François Damphousse, Russ Haven, Neil Collishaw, Donald McCarty and Gaëtan Duplessis made statements and, with the other witnesses, answered questions.

 

At 12:05 p.m., James Lunney took the Chair.

 

At 12:10 p.m., Réal Ménard took the Chair.

 

On motion of Nicole Demers, it was agreed, — That the Committee report on the Proposed Cigarette Ignition Propensity Regulations to the House of Commons, as proposed, and without amendment.

 

At 12:51 p.m., the Committee adjourned to the call of the Chair.
