The Standing Committee on Citizenship and Immigration met in a televised session at 9:10 a.m. this day, in Room 237-C Centre Block, the Chair, Andrew Telegdi, presiding.

 

Members of the Committee present: Diane Ablonczy, Colleen Beaumier, Roger Clavet, Meili Faille, Hedy Fry, Helena Guergis, Bill Siksay, Andrew Telegdi and Lui Temelkovski.

 

Acting Members present: Nina Grewal for Rahim Jaffer and Borys Wrzesnewskyj for David A. Anderson.

 

Other Members present: Ed Broadbent.

 

In attendance: Library of parliament: Jennifer Wispinski, Analyst, Law & Goverment Division.

 

Appearing: Hon. Judy Sgro, Minister of Citizenship and Immigration.

 

Witnesses: Department of Citizenship and Immigration: Daniel Jean, Acting Assistant Deputy Minister, Policy and Program Development; John McWhinnie, Assistant Deputy Minister, Centralized Service Delivery and Corporate Services; Lyse Ricard, Assistant Deputy Minister, Operations.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2004-2005: Votes 1, 5 and 10 under the Department of Citizenship and Immigration Canada referred to the Committee on Friday, October 8, 2004.
 

The Minister made an opening statement, and with the other witnesses, answered questions.

 

At 10:05 a.m., the Vice-Chair, Meili Faille took the Chair.

 

At 10:10 a.m., Andrew Telegdi took the Chair.

 

The Chair called Vote 1 - Operating expenditures under the Department of Citizenship and Immigration.

 

On motion of Hedy Fry, it was agreed, — That Vote 1 in the amount of $563,130,000, less the amount of $422,347,500 granted in Interim Supply, be carried.

 

The Chair called Vote 5 – Grants and contributions under the Department of Citizenship and Immigration.

 

On motion of Lui Temelkovski, it was agreed, — That Vote 5 in the amount of $387,671,577, less the amount of $323,059,647.50 granted in Interim Supply, be carried.

 

The Chair called Vote 10 – Program expenditures under the Department of Citizenship and Immigration.

 

On motion of Hedy Fry, it was agreed, — That Vote 10 in the amount of $106,697,000, less the amount of $88,914,166.67 granted in Interim Supply, be carried on division.

 

ORDERED, — That the Chair report Votes 1, 5 and 10, less the amounts voted in Interim Supply, under the Department of Citizenship and Immigration to the House.

 

On motion of Meili Faille, it was agreed, — That the operational budget in the amount of $28,700 be adopted.

 

On motion of Hedy Fry, it was agreed, — That an In Camera meeting be held on Thursday, November 18, 2004, at 9:00 a.m. to receive a briefing from the research staff respecting Citizenship Issues.

 

At 11:02 a.m., the Committee adjourned to the call of the Chair.
