Meeting No. 9

Wednesday, December 4, 2002

The Standing Committee on Canadian Heritage met at 3:35 p.m. this day, in Room 701, La Promenade Building, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Paul Bonwick, Sarmite Bulte, Rodger Cuzner, Liza Frulla, Christiane Gagnon, Wendy Lill, Clifford Lincoln and Dennis Mills.

In attendance: From the Library of Parliament: Joseph Jackson and Terrence Thomas, research officers.  Consultant:  David Black.

Witnesses: From the Canadian Media Guild: Lise Lareau, President. From the Newspaper Guild of Canada: Arnold Amber, Director; Jan Ravensbergen, Member, Montreal Newspaper Guild. From the Alliance Atlantis Communications Inc.: Michael MacMillan, Chairman and Chief Executive Officer; Phyllis Yaffe, Chief Executive Officer, Alliance Atlantis Broadcasting. From Astral Media Inc.: André Bureau, Chairman of the Board. From CHUM Television: Peter Miller, Vice-President, Planning & Regulatory Affairs. From the Coalition Against Satellite Signal Theft: Janet Yale, President, CCTA; Elizabeth McDonald, President, CFTPA; Luc Perreault, Chair, CAB, Piracy Task Force.

Pursuant to Standing Order 108(2), the Committee resumed its study on the State of the Canadian Broadcasting System. (See Minutes of Proceedings dated November 7, 2002, meeting no. 2).

The witnesses from the Coalition Against Satellite Signal Theft made a statement and presented a videotape.

The witnesses from the Canadian Media Guild and the Newspaper Guild made statements and answered questions on Cross-Media Ownership.  Phyllis Yaffe made a statement on Foreign Ownership and, with Michael MacMillan, Andre Bureau and Peter Miller, answered questions.

At 5:15 p.m., the Vice-Chair, Paul Bonwick took the Chair.

At 5:32 p.m., the Committee adjourned to the call of the Chair.
