MINUTES OF PROCEEDINGS

Meeting No. 3

Wednesday, November 20, 2002

The Standing Committee on Canadian Heritage met in camera at 3:45 p.m. this day, in Room 308, West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Paul Bonwick, Sarmite Bulte, Rodger Cuzner, Claude Duplain, John Harvard, Betty Hinton, Wendy Lill, Clifford Lincoln, Dennis Mills and Tony Tirabassi.

Acting Member present: Jocelyne Girard-Bujold for Christiane Gagnon.

In attendance: From the Library of Parliament: Joseph Jackson and Terrence Thomas, research officers.  Consultant:  David Black.  Expert Advisor:  Marc Raboy.

Pursuant to Standing Order 108(2), Study on the State of the Canadian Broadcasting System

The Committee proceeded to a discussion of future business.

It was agreed, - That, in relation to its study on the State of the Canadian Broadcasting System, the Committee retain the professional services of Richard J. Paradis, of Le Groupe CIC, Montreal, for a flat fee of $10,000.00 + GST, to prepare an overview of selected issues related to the regulation of broadcasting in selected countries (including governance issues, such as: arm’s length relation to government, appointments processes, conflict of interest rules, etc.)  The work will be submitted no later than January 15, 2003 to the Clerk of the Committee.

 

It was agreed, - That, in relation to its study on the State of the Canadian Broadcasting System, the Committee retain the professional services of the «Centre d’études sur les medias», based in Quebec city, for a flat fee of $12,700.00 + GST, to prepare a report on ownership of Canadian Broadcast Media and an analysis of the issues raised by concentration of ownership, cross-media convergence of ownership, and lifting or maintaining foreign ownership restrictions; the report will be submitted no later than January 15, 2003 to the Clerk of the Committee.

 

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Committee retain the professional services of Gibson Product Design to prepare the graphics design for the report to the House for a flat fee of $ 25,000.00 + GST.

 

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Committee retain the professional services of Keith Fagan to provide technical advice to the Committee for a flat fee of $ 6,000.00 + GST.

 

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Committee retain the professional services of David Keeble to provide technical assistance to the Committee for a flat fee of $ 6,000.00 + GST, the work to be completed by January 16, 2003.

 

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Committee retain the professional services of Alan Cofman to provide research support to the Committee for 15 days at $ 300.00 per day for a total amount not to exceed $ 4,500.00.

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Committee approve a travel budget in the amount of $ 155,748.64 to travel to Washington, DC and London, UK from January 16 – 23, 2003, and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Committee approve a travel budget in the amount of $ 5,845.80 to travel to Willson House Government Conference Centre, Meech Lake from January 27 – 28, 2003, and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

It was agreed, - That, in relation to its Study on the State of the Canadian Broadcasting System, the Committee hold panel discussion on Cross-Media Ownership and Foreign Ownership issues, with an emphasis on representation from the creative, cultural and artistic community, public broadcasters and associations and unions.

At 5:15 p.m., the Committee adjourned to the call of the Chair.
