The Standing Committee on Justice and Human Rights met at 11:10 a.m. this day, in Room 308, West Block, the Chair, Andy Scott, presiding.
Members of the Committee present: Chuck Cadman, Ivan Grose, Peter MacKay, John Maloney, John McKay, Jacques Saada, Andy Scott and Pierrette Venne.
In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.
Witnesses: From the University McGill: Erin Fitzpatrick, Student at Law; Marie-Claire Leman, Student at Law. From the "Association des centres de jeunesse du Québec": Pierre Lamarche, Director General; Jacques Dumais, Director, Youth Protection, Youth Centre, Chaudieres Apalache. From the Quebec Conference of Regional Health and Social Services Boards: Marc Lacour, Director.
Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).
The witnesses made opening statements and answered questions.
At 1:05 p.m., the Committee adjourned to the call of the Chair.
