Meeting No. 8

Tuesday, December 7, 1999

The Standing Committee on Justice and Human Rights met at 11:19 a.m. this day, in Room 253-D, Centre Block, the Chair, Andy Scott, presiding.

Members of the Committee present: Michel Bellehumeur, Chuck Cadman, Aileen Carroll, Paul DeVillers, Peter MacKay, John Maloney, John McKay, John Reynolds, Jacques Saada and Andy Scott.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst; Lynn Casavant, Researcher.

Witnesses: From the Ministry of Attorney General of British Columbia: Alan Markwart, Manager, Justice Service Section - Ministry for Children and Family; Richard DeBoer, Crown Counsel.

Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).

Alan Markwart made opening statement and, with the other witness answered questions.

At 1:02 p.m., the Committee adjourned to the call of the Chair.
