Meeting No. 60

Tuesday, September 19, 2000

The Standing Committee on Justice and Human Rights met at 5:53 p.m. this day, in Room 253-D, Centre Block, the Chair, Andy Scott, presiding.

Member(s) of the Committee present: Michel Bellehumeur, Carolyn Bennett, Chuck Cadman, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, John McKay, Jacques Saada and Andy Scott.

Acting Members present: Daniel Turp for Pierrette Venne, Lynn Myers for Aileen Carroll, Judy Sgro for Reg Alcock.

Other Member present: Stéphane Bergeron.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999, Meeting No. 5).

The Order of Reference dated Tuesday, September 19, 2000, was read as follows:

- That, in relation to Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, not more than ten further hours shall be allotted to the consideration of the committee stage of the Bill; and

That, at the expiry of the time provided for in this Order, any proceedings before the Standing Committee on Justice and Human Rights on the said bill shall be interrupted, if required for the purpose of this Order, and, in turn, every question necessary for the disposal of the said stage of the said Bill shall be put forthwith and successively without further debate or amendment.

 Debate continued on the motion of Michel Bellehumeur (See Minutes of Proceedings, May 2, 2000, meeting No. 48).

At 10:53 p.m., the Committee adjourned to the call of the Chair.
