MINUTES OF PROCEEDINGS

Meeting No. 21

Tuesday, November 30, 1999

The Standing Committee on Fisheries and Oceans met in camera at 9:15 a.m. this day, in Room 536, Wellington Building, the Chair, Wayne Easter, presiding.

Member(s) of the Committee present: Sarkis Assadourian, Yvan Bernier, John Cummins, John Duncan, Wayne Easter, Bill Gilmour, Bill Matthews, Carmen Provenzano, Paul Steckle, Peter Stoffer.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer.

The Chairman, Carmen Provenzano presented the First Report of the Sub-Committee on Aquaculture and Oceans Act which is as follow:

In accordance with the Order of Reference given by the Standing Committee on Fisheries and Oceans to the Sub-Committee to make recommendations to the Standing Committee respecting a proposed study of Aquaculture in Canada, Members of the Sub-Committee on Aquaculture and Oceans Act met at 9:28 o'clock p.m. in Moncton, New Brunswick, the Chair, Carmen Provenzano, presiding, the Sub-Committee makes the following recommendations:

  1. - That the Standing Committee on Fisheries and Oceans undertake a comprehensive study of fin fish aquaculture commencing in January 2000; and
  2. As part of this comprehensive study, - That the Standing Committee on Fisheries and Oceans seek an Order of Reference to travel throughout:
    1. British Columbia and to places in the state of Washington; and
    2. New Brunswick and to places in the state of Maine, and
    3. Norway and the United Kingdom; and
    4. Japan, and
    5. Chile.

3. That the Standing Committee combine this work in its travels where it deems appropriate, with its Review of the Oceans Act.

By unanimous consent, it was agreed, - That the First Report of the Sub-Committee on Aquaculture and Oceans Act be concurred in.

By unanimous consent, it was agreed, - That the Chair be authorized to write to the Minister requesting the appearance of certain enforcement officers.

By unanimous consent, it was agreed, - That Jim Mackenzie be invited to appear before the Committee.

At 11:00 o'clock a.m. the Committee adjourned to the call of the Chair.
