Meeting No. 44

Thursday, June 15, 2000

The Standing Committee on Environment and Sustainable Development met at 9:12 a.m. this day, in Room 269, West Block, the Chair, Charles L. Caccia, presiding.

Members of the Committee present: Charles L. Caccia, Aileen Carroll, Marlene Catterall, Nick Discepola, Jocelyne Girard-Bujold, Dennis Gruending, John Herron, Rahim Jaffer, Joe Jordan, Karen Kraft Sloan, David Pratt, Julian Reed and Paddy Torsney.

Acting Members present: Paul Forseth for David Chatters; Daniel Turp for Jean-Guy Chrétien; Leon Benoit for Gurmant Grewal and Clifford Lincoln for David Pratt.

In attendance: From the Library of Parliament: Monique Hébert, Christine Labelle and Kristen Douglas, Researchers.

The Committee discussed its future business.

Jocelyne Girard-Bujold moved - That the Committee request the Department of the Environment to carry out an environmental assessment in order to measure the pollutant emissions which may emanate from the PCB incinerator in Cornwall. 

Debate arose.

Joe Jordan moved - That the motion be amended by striking out the word, "carry out an " and substituting the following therefore "continue"; by striking out the word "assessment" and substituting the word "monitoring" therefore and by adding after the word "Cornwall" the following " and that the Committee hold a meeting on the subject with Departmental officials as witnesses".

Debate arose.

The question was put on the amendment and it was agreed to.

Jocelyne Girard-Bujold moved - That the Committee undertake a study of the contaminated sediments problem in the St. Lawrence River and table a report of its findings in the House.

After debate the question was put on the motion and it was by a show of hands negatived:

YEAS: 5 NAYS: 8

Marlene Catterall moved - That, pursuant to Standing Order 108(2), the Committee examine and hold hearings following the resumption of the sitting next autumn, on the issue of the protection wildlife species at risk in Canada and that all evidence heard be adduced to Committee study of Bill C-33, an Act respecting the protection of wildlife species at risk in Canada after the said bill is given Second Reading and referred to the Committee.

After debate the question was put on the motion and it was by a show of hands, agreed to: YEAS: 8 NAYS: 5.

At 10:32 a.m., by unanimous consent the Committee proceeded to sit in camera.

It was agreed - That witnesses for Committee study of the protection of wildlife species at risk in Canada and Bill C-33 be selected after the submission of briefs from prospective witnesses and in a manner to ensure that all views are represented.

At 11:04 a.m., the Committee adjourned to the call of the Chair.
