The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, with regard to the study of Bill C-6, An Act to amend the Criminal Code (conversion therapy): (a) the committee dedicate its Tuesday meetings on December 1 and 8, 2020, and its Thursday meetings on December 3 and 10, 2020, to this study, provided that the first three dates are allocated to hearings and that the December 10 meeting is set aside for the clause-by-clause study of the bill; (b) that the Minister of Justice and the Minister of Diversity and Inclusion and Youth be invited to appear during the first hour of the meeting on Tuesday, December 1, 2020, provided that, after this first panel, subsequent panels are one hour long, with four organizations or people appearing, taken from the list of suggested witnesses submitted by the recognized parties; (c) that each party submit to the clerk by the end of the day on Thursday, November 26, 2020, the name of one witness to be invited to appear, and that these four witnesses be invited to appear during the second hour of the meeting of Tuesday, December 1; (d) that the recognized parties submit a more detailed list of suggested witnesses to the clerk by the end of the day on Monday, November 30, 2020, and that the clerk invite witnesses suggested by the various parties to appear based on the following distribution: 10 witnesses each for the Liberal Party and the Conservative Party, and two each for the Bloc Québécois and the New Democratic Party; (e) that briefs be accepted only until Sunday, December 6, 2020, at 11:59 p.m.; and (f) that amendments to the bill be submitted to the clerk no later than Wednesday, December 9, 2020, at 9 a.m.

At 1:43 p.m., the sitting was suspended.

At 1:45 p.m., the sitting resumed.

It was agreed, — That, the committee undertake a study on controlling or coercive conduct in intimate relationships; that it hear from representatives of the Office of the Federal Ombudsman on Victims of Crime, the Royal Canadian Mounted Police, and community and advocacy groups on the topic of the increase in incidents of domestic violence causing serious harm to victims, even in cases where there is no apparent violence; that it also consider the proposal for controlling or coercive conduct to be considered a criminal offence, in keeping with Bill C-247; and that it report its findings and recommendations to the House.

At 1:45 p.m., the committee adjourned to the call of the Chair.
