The Standing Committee on Public Safety and National Security met in camera at 3:31 p.m. this day, in Room 268, The Valour Building, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, John Carmichael, Rosane Doré Lefebvre, Hon. Wayne Easter, Ted Falk, Randall Garrison, Roxanne James, Daryl Kramp, Rick Norlock and Jean Rousseau.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst. House of Commons: David-Andrés Novoa, Procedural Clerk.

 

Witnesses: Royal Canadian Mounted Police: Peter Henschel, Deputy Commissioner, Specialized Policing Services; Ron Fourney, Director, Science and Strategic Partnerships, Forensic Science and Identification Services; Sean Jorgensen, Director, Strategic Policy and Integration, Specialized Policing Services. Department of Public Safety and Emergency Preparedness: Trevor Bhupsingh, Director General, Law Enforcement and Border Strategies Directorate. Office of the Federal Ombudsman for Victims of Crime: Sue O'Sullivan, Federal Ombudsman for Victims of Crime. As an individual: Judy Peterson.

 
The Committee proceeded to the consideration of matters related to Committee Business.
 

It was agreed, — That the Minister of Public Safety and Emergency Preparedness be invited to appear before the Committee on Monday, November 24, 2014, for one (1) hour to begin the study of Bill C-44, An Act to amend the Canadian Security Intelligence Service Act and other Acts, followed by officials in the second hour; and, that this Committee allocate three total meetings to study this legislation, including a meeting with six witnesses, three per hour, on Wednesday, November 26, 2014, followed by clause by clause consideration on Monday, December 1, 2014.

 

It was agreed, — That with respect to the Supplementary Estimates (B) 2014-15, the Minister of Public Safety and Emergency Preparedness be invited to appear before the Committee on Wednesday, December 3, 2014 for one (1) hour, followed by senior officials for the second hour.

 

At 3:44 p.m., the sitting was suspended.

At 3:45 p.m., the sitting resumed in public.

 

On motion of Diane Ablonczy, it was agreed, — That, with respect to the Committee's study of the subject matter of clauses No.232 to No.249 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, the Chair of the Committee write to the Privacy Commissioner of Canada and request an explanation for the Commissioner's unavailability to appear before the Committee on November 19, 2014.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, November 17, 2014, the Committee commenced its study of the subject matter of clauses No.232 to No.249 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.
 

Peter Henschel made a statement.

 

At 4:00 p.m., pursuant to Standing Order 115(5), the sitting was suspended.

At 4:50 p.m., the sitting resumed.

 

Sue O'Sullivan, and Judy Peterson by videoconference from Victoria, British Columbia, made statements and, with Sean Jorgensen, answered questions.

 

It was agreed, — That a proposed budget in the amount of $ 2,500, for the study of the subject matter of clauses No.232 to No.249 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, be adopted.

 

Roxanne James moved, — That the Chair of the Committee send a letter to the Chair of the Standing Committee on Finance stating that this Committee has achieved the objective that it set, and that this Committee has no amendments to propose to clauses No.232 to No.249 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.

 

Randall Garrison moved, — That the motion be amended by adding, "and that the letter dated November 19, 2014, by the Privacy Commissioner of Canada to the Chair of the Committee be appended to the letter to the Chair of the Standing Committee on Finance.".

 

After debate, the question was put on the amendment of Randall Garrison and it was negatived, by a show of hands: YEAS: 3; NAYS: 5.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

 

At 5:43 p.m., the Committee adjourned to the call of the Chair.
