The Standing Committee on Public Safety and National Security met at 8:51 a.m. this day, in Room 228, The Valour Building, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Rosane Doré Lefebvre, Hon. Wayne Easter, Ted Falk, Randall Garrison, Daryl Kramp, Rick Norlock, LaVar Payne and Jean Rousseau.

 

Acting Members present: Ryan Leef for Roxanne James and LaVar Payne for John Carmichael.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst.

 

Witnesses: John Howard Society of Canada: Catherine Latimer, Executive Director. Union of Canadian Correctional Officers: Kevin Grabowsky, National President. Canadian Association of Elizabeth Fry Societies: Kim Pate, Executive Director. Canadian Centre on Substance Abuse: Rebecca Jesseman, Director. Office of the Correctional Investigator: Howard Sapers, Correctional Investigator; Ivan Zinger, Executive Director and General Counsel. Drug Prevention Network of Canada: David Berner, Executive Director.

 
Pursuant to the Order of Reference of Monday, December 8, 2014, the Committee resumed consideration of Bill C-12, An Act to amend the Corrections and Conditional Release Act.
 

Catherine Latimer, Kim Pate, by videoconference from Edmonton, Alberta, and Kevin Grabowsky made statements and answered questions.

 

At 9:49 a.m., the sitting was suspended.

At 9:52 a.m., the sitting resumed.

 

Rebecca Jesseman, Howard Sapers and David Berner, by videoconference from Vancouver, British Columbia, made statements and answered questions.

 

At 10:48 a.m., the Committee adjourned to the call of the Chair.
