The Standing Committee on Public Safety and National Security met at 8:49 a.m. this day, in Room 237-C, Centre Block, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Rosane Doré Lefebvre, Hon. Wayne Easter, Ted Falk, Randall Garrison, Roxanne James, Daryl Kramp, Rick Norlock, LaVar Payne and Jean Rousseau.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: Correctional Service of Canada: Don Head, Commissioner; Fraser Macaulay, Assistant Commissioner, Correctional Operations and Programs. CORCAN: Lynn Garrow, Chief Executive Officer.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 5, 2015, the Committee commenced its study of employment and skills training for offenders.
 

Don Head made a statement and, with Lynn Garrow, answered questions.

 

It was agreed, — That a video presentation by Correctional Service of Canada related to employment and skills training for offenders be submitted electronically to the Committee.

 

It was agreed, — That the Committee proceed with matters related to Committee Business.

 

It was agreed, — That the Committee proceed to sit in camera.

 

At 10:30 a.m., the sitting was suspended.

At 10:32 a.m., the sitting resumed in camera.

 

It was agreed, — That a proposed budget in the amount of $ 14,900, for the study of employment and skills training for offenders, be adopted.

 

It was agreed, — That the Committee not meet on Thursday, February 19, 2015.

 

It was agreed, — That, affirming the operational independence of the Royal Canadian Mounted Police in the conduct of investigations, the Standing Committee on Public Safety and National Security invite the Commissioner of the RCMP to appear before the Committee at his earliest convenience to publicly display and discuss the video made by the individual who committed barbaric terrorist acts in Ottawa on October 22nd.

 

At 10:45 a.m., the Committee adjourned to the call of the Chair.
