The Standing Committee on Public Safety and National Security met at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Rosane Doré Lefebvre, Hon. Wayne Easter, Randall Garrison, Roxanne James, Daryl Kramp, Larry Maguire, Rick Norlock, LaVar Payne, Blake Richards and Jean Rousseau.

 

Acting Members present: David Anderson for Blake Richards.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: Department of Public Safety and Emergency Preparedness: Kathy Thompson, Assistant Deputy Minister, Community Safety and Countering Crime Branch; Shawn Tupper, Assistant Deputy Minister, Emergency Management and Program Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 29, 2014, the Committee commenced its study of social finance as it relates to crime prevention in Canada.
 

The witnesses made statements and answered questions.

 

Randall Garrison gave notice of the following motion:

That the Committee conduct a study into all aspects of mental illness in Correctional Service of Canada institutions with a focus on effective programming for inmates, the design of new and existing facilities to meet the needs of 21st Century correctional practices, and minimizing threats to offender safety and the safety of correctional staff, and report its findings to the House of Commons.

 

Rosanne Doré-Lefebvre gave notice of the following motion:

That the Committee undertake a study of youth involvement in street gangs in urban and rural areas, as well as aboriginal communities, in order to ascertain the root causes and emphasize how we can bolster the efficiency of prevention model, and that the Committee report its findings to the House of Commons.

 

Jean Rousseau gave notice of the following motion:

That the Committee conduct a study into the sovereignty of all of Canada's borders; that the Committee, during this study, examine the impact of budget cuts and all delegation of authority and power at the border security level to other countries on the quality and number of Canadian jobs, on the search standards of entering people and food products and on the management of all entries into Canada with the objective of ensuring the best border security for Canadians as per Canadian standards, under Canadian control, and that the Committee report its findings to the House of Commons

 
By unanimous consent, the Committee resumed its study of the economics of policing.
 

It was agreed, — That the Committee defray costs for colour copies of the Fourth Report of the Committee.

 

It was agreed, — That a proposed budget in the amount of $19,500, for the study of social finance as it relates to crime prevention in Canadian, be adopted.

 

At 5:18 p.m., the Committee adjourned to the call of the Chair.
