The Standing Committee on Veterans Affairs met in a video recorded session at 11:06 a.m. this day, in Room 268, La Promenade Building, the Chair, Greg Kerr, presiding.

 

Members of the Committee present: Sylvain Chicoine, Royal Galipeau, Parm Gill, Hon. Laurie Hawn, Bryan Hayes, Greg Kerr, Wladyslaw Lizon, John Rafferty, Peter Stoffer and Frank Valeriote.

 

In attendance: Library of Parliament: Jean-Rodrigue Paré, Analyst. House of Commons: Jean-François Pagé, Procedural Clerk.

 

Appearing: Hon. Julian Fantino, P.C., M.P., Minister of Veterans Affairs.

 

Witnesses: Department of Veterans Affairs: Mary Chaput, Deputy Minister.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2014-15: Votes 1 and 5 under VETERANS AFFAIRS and Vote 1 under VETERANS REVIEW AND APPEAL BOARD, referred to the Committee on Thursday, February 27, 2014.
 

The Chair called Vote 1 under VETERANS AFFAIRS.

 

The Minister made a statement and, with Mary Chaput, answered questions.

 

At 11:48 a.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

Vote 1 under VETERANS AFFAIRS carried.

 

The Chair called Vote 5 under VETERANS AFFAIRS.

 

Vote 5 under VETERANS AFFAIRS carried.

 

The Chair called Vote 1 under VETERANS REVIEW AND APPEAL BOARD.

 

Vote 1 under VETERANS REVIEW AND APPEAL BOARD carried.

 

ORDERED, — That the Chair report Votes 1 and 5 under VETERANS AFFAIRS and Vote 1 under VETERANS REVIEW AND APPEAL BOARD, to the House.

 

At 11:54 a.m., the sitting was suspended.

At 12:43 p.m., the sitting resumed in camera.

 

It was agreed, — That the Committee continue to sit after 1:00 p.m.

 
Pursuant to the Order of Reference of Thursday, October 17, 2013 and section 20.1 of the Enhanced New Veterans Charter Act, the Committee resumed the statutory review of the Act.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "The New Veterans Charter: Moving Forward".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That the analyst and the Clerk, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution upon presentation of the report to the House.

 

It was agreed, — That the Clerk of the Committee make the necessary arrangements for a press conference to be held on Tuesday, June 3, 2014, after the presentation of the Committee's report to the House on the Enhanced New Veterans Charter Act, statutory review of the Act; and that the Committee be represented by the Chair and a representative from each party.

 

It was agreed, — That the meeting of Tuesday, June 3, 2014 and the meeting of Thursday, June 5, 2014 be cancelled.

 

At 1:24 p.m., the Committee adjourned to the call of the Chair.
