The Standing Committee on Citizenship and Immigration met in a televised session at 3:33 p.m. this day, in Room C-110, 1 Wellington Street, the chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Alain Giguère, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

 

In attendance: Library of Parliament: Julie Béchard, Analyst.

 

Witnesses: As individuals: Andrew Brouwer, Barrister and Solicitor; Carole Dahan, Barrister and Solicitor. Embassy of the Republic of Hungary: Imre Helyes, First Counsellor, Head of Consular Section. As an individual: James Milner, Assistant Professor, Department of Political Science, Carleton University. Chantal Desloges Professional Corporation: Chantal Desloges, Senior Lawyer. As individuals: Mary Crock, Professor of Public Law, Faculty of Law, University of Sydney; Daniel Ghezelbash, Doctoral Student, Faculty of Law, University of Sydney.

 
Pursuant to the Order of Reference of Monday, April 23, 2012, the Committee resumed consideration of Bill C-31, An Act to amend the Immigration and Refugee Protection Act, the Balanced Refugee Reform Act, the Marine Transportation Security Act and the Department of Citizenship and Immigration Act.
 

Andrew Brouwer, Carole Dahan and Imre Helyes made statements and answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

 

James Milner and Chantal Desloges made statements and answered questions.

 

At 5:30, the sitting was suspended.

At 5:31, the sitting resumed.

 

Mary Crock, by videoconference from Sydney, Australia, made a statement and answered questions.
