The Standing Committee on Citizenship and Immigration met in a televised session at 3:30 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, David Tilson, presiding.

 

Members of the Committee present: Rick Dykstra, Alain Giguère, Sadia Groguhé, Roxanne James, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan, David Tilson and John Weston.

 

Acting Members present: Hon. Jim Karygiannis for Kevin Lamoureux and Justin Trudeau for Kevin Lamoureux.

 

In attendance: Library of Parliament: Julie Béchard, Analyst.

 

Witnesses: As an individual: Andrew Wlodyka, Barrister and Solicitor. Human Rights Watch: Bill Frelick, Director, Refugee Program. Human Rights Watch Canada: Jennifer Egsgard, Member. Women's College Hospital: Dr. Meb Rashid, Medical Doctor, Crossroads Clinic. Department of Labour of New Zealand: Christine Hyndman, Manager, Immigration Policy, Policy and Research Group; Stephen Dunstan, General Manager, Settlement and Attraction Division, Immigration Group; Fraser Richards, Acting Director, Legal Business, Legal Group. As an individual: David Matas, Lawyer, International Human Rights.

 
Pursuant to the Order of Reference of Monday, April 23, 2012, the Committee resumed consideration of Bill C-31, An Act to amend the Immigration and Refugee Protection Act, the Balanced Refugee Reform Act, the Marine Transportation Security Act and the Department of Citizenship and Immigration Act.
 

Andrew Wlodyka, by videoconference from Vancouver, British Columbia, Bill Frelick, by videoconference from Washington, D.C., and Jennifer Egsgard, by videoconference from Toronto, Ontario, made statements and answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

Dr. Meb Rashid and David Matas made statements and answered questions.

 

At 5:31 p.m., the sitting was suspended.

At 5:41 p.m., the sitting resumed.

 

Christine Hyndman, by videoconference from Wellington, New Zealand, made a statement and, with Stephen Dunstan and Fraser Richards, by videoconference from Wellington, New Zealand, answered questions.

 

At 6:32 p.m., the Committee adjourned to the call of the Chair.
