The Standing Committee on Citizenship and Immigration met in camera at 11:02 a.m. this day, in Room 237-C, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Don Davies, Rick Dykstra, Roxanne James, Matthew Kellway, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Rathika Sitsabaiesan, David Tilson and John Weston.

 

Acting Members present: Marc-André Morin for Sadia Groguhé.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Sandra Elgersma, Analyst.

 

Witnesses: As individuals: Roger Bhatti, Immigration Lawyer; Martin Collacott, Spokesperson, Centre for Immigration Policy Reform; Arthur Sweetman, Professor, Department of Economics, McMaster University. Quebec Immigration Lawyers Association (AQAADI): Dan Bohbot, President. Canadian Restaurant and Foodservices Association: Justin Taylor, Vice-President, Labour and Supply. Sponsor our Parents: Felix Zhang, Coordinator.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in relation to the study of the temporaty resident visa, the proposed budget in the amount of $167,030.91, for the Committee’s travel to Chandigarh, New Delhi, India and Beijing, China on January 2012 be adopted and that the Chair present the said budget to the Subcommittee on Committee Budgets of the Liaison Committee.

 

It was agreed, — That, the Committee decline the request from Assistant Auditor General Wendy Loschiuk for a meeting but that any of its members, or any other Member of Parliament, may meet with her on their own behalf.

 

At 11:14 a.m., the sitting was suspended.

At 11:16 a.m., the sitting resumed in a televised session.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 29, 2011, the Committee resumed its study of the immigration application backlogs in light of the Action Plan for Faster Immigration.
 

Martin Collacott, Justin Taylor and Roger Bhatti, by videoconference from Burnaby, British Columbia, made statements and answered questions.

 

At 12:05 p.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed.

 

Dan Bohbot, Arthur Sweetman, by videoconference from Hamilton, Ontario, and Felix Zhang, by videoconference from Toronto, Ontario, made statements and answered questions.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
