The Standing Committee on the Status of Women met in a televised session at 8:49 a.m. this day, in Room C-110, 1 Wellington, the Chair, the Hon. Hedy Fry, presiding.

 

Members of the Committee present: Sylvie Boucher, Lois Brown, Dona Cadman, Nicole Demers, Luc Desnoyers, Hon. Hedy Fry, Nina Grewal, Irene Mathyssen, Cathy McLeod, Hon. Anita Neville and Michelle Simson.

 

In attendance: Library of Parliament: Havi Echenberg, Analyst; Laura Munn-Rivard, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

 
Pursuant to the Order of Reference of Wednesday, May 5, 2010, the Committee resumed consideration of Bill C-471, An Act respecting the implementation of the recommendations of the Pay Equity Task Force and amending another Act in consequence.
 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1 is postponed.

The Chair called Clause 2.

 

On Clause 2,

Anita Neville moved, — That Bill C-471, in Clause 2, be amended by replacing lines 3 to 6 on page 2 with the following:

“place no later than July 1, 2011 and that all the recommendations of the Pay Equity Task Force are implemented no later than July 1, 2012.”

 

The question was put on the amendment of Anita Neville and it was agreed to, by a show of hands: YEAS: 5; NAYS: 3.

 

The question was put on Clause 2, as amended, and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, Clause 2, as amended, carried.

 

The question was put on Clause 3 and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, Clause 3 carried.

 

The question was put on Clause 4 and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, Clause 4 carried.

 

The question was put on the Short Title and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the Short Title carried.

 

The question was put on the Preamble and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the Preamble carried.

 

The question was put on the Title and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the Title carried.

 

The question was put on the Bill, as amended, and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-471, as amended, be reprinted for the use of the House at report stage.

 

At 8:57 a.m., the sitting was suspended.

The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee travel to Prince Albert, Saskatchewan; Winnipeg, Manitoba; Sioux Lookout and Thunder Bay, Ontario, from Tuesday, January 11, 2011, to Friday January 14, 2011 in relation to its study of violence against Aboriginal women, subject to approval by the House of Commons.

 

It was agreed, — That the Committee travel to Vancouver and Williams Lake, British Columbia; Yellowknife, Northwest Territories; and Edmonton, Alberta, from Monday, January 17, 2011, to Friday January 21, 2011 in relation to its study of violence against Aboriginal women, subject to approval by the House of Commons.

 

It was agreed, — That, concerning the study of the cancellation of the mandatory long form census and its impact on women's equality in Canada, the Clerk of the Committee send to the members of the Committee the complete list of suggested witnesses.

 

At 9:32 a.m., the Committee adjourned to the call of the Chair.
