The Standing Committee on Public Safety and National Security met in a televised session at 9:03 a.m. this day, in Room 253-D, Centre Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Garry Breitkreuz, Jack Harris, Mark Holland, Andrew Kania, Dave MacKenzie, Phil McColeman, Serge Ménard, Maria Mourani, Rick Norlock, Robert Oliphant, Brent Rathgeber and Blake Richards.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Tanya Dupuis, Analyst.

 

Witnesses: Royal Canadian Mounted Police: Bert Hoskins, Superintendent, National Security Criminal Investigations; Gilles Michaud, Director General, National Security Criminal Operations Branch. Canada Border Services Agency: Geoff Leckey, Director General, Intelligence Directorate. Canadian Security Intelligence Service (CSIS): Geoffrey O'Brian, Advisor, Operations and Legislation.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 10, 2009, the Committee resumed a review of the Findings and Recommendations of the Internal Inquiry into the Actions of Canadian Officials in relation to Abdullah Almalki, Ahmad Abou-Elmaati and Muayyed Nureddin (Iacobucci Inquiry) and the report from the Commission of Inquiry into the Actions of Canadian Officials in Relation to Maher Arar (Arar Inquiry).
 

The witnesses made statements and answered questions.

 

At 10:57 a.m., the sitting was suspended.

At 10:59 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee recall the Commissioner of the Royal Canadian Mounted Police (RCMP), William Elliot, regarding the RCMP’s policy on the use of Conducted Energy Weapons (CEW), in accordance with his offer to reappear, as written in his letter to the Committee dated February 17, 2009; and

Further, that the Committee request the Commissioner to provide, prior to his appearance, the written policies and directives of the RCMP regarding the use CEWs prior to June 2008 and any and all written policy changes and directives issued since that time, and that the Commissioner be invited to appear during the course of this week, if possible.

 

At 11:11 a.m., the Committee adjourned to the call of the Chair.
