The Standing Committee on Industry, Natural Resources, Science and Technology met at 9:02 a.m. this day, in Room 209, West Block, the Chair, Brent St. Denis, presiding.

 

Members of the Committee present: Marc Boulianne, Michael Chong, Hon. Denis Coderre, Paul Crête, John Duncan, Hon. Marlene Jennings, Brian Masse, Lynn Myers, Hon. Jerry Pickard, Werner Schmidt, Brent St. Denis and Bradley R. Trost.

 

Acting Members present: Serge Cardin for Paul Crête and Brian Jean for John Duncan.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Andrew Kitching, Analyst; Dan Shaw, Analyst.

 

Appearing: Hon. John McCallum, Minister of National Revenue.

 

Witnesses: Department of Natural Resources: Howard E. Brown, Assistant Deputy Minister, Energy Policy Sector; Margaret McCuaig-Johnston, Assistant Deputy Minister, Energy Technology and Programs Sector; Louis Marmen, Director, Housing and Equipment, Office of Energy Efficiency. Retail Council of Canada: Diane J. Brisebois, President and Chief Executive Officer; Peter Woolford, Vice-President, Policy Development and Research; Peter Hogg, Scholar in Residence, Blake, Cassels & Graydon LLP.

 

The Committee proceeded to the consideration of matters related to Committee Business.

 

Michael Chong moved, — That the Standing Committee on Industry, Natural Resources, Science and Technology demand that the Minister of Industry make public, as it was done in the Kroll Lindquist Avey report dated 29 June 2004, the names of the five companies identified in the Raymond Chabot Grant Thorton Interim Report as being in breach of the TPC contribution agreement and to whom notices of default have been sent by the Loan and Insurance Recoveries Directorate and that the Minister also make public the amount of illegal payments each of the five companies made.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Marc Boulianne, Serge Cardin, Michael Chong, John Duncan, Brian Masse, Werner Schmidt, Bradley R. Trost — 7; NAYS: Denis Coderre, Marlene Jennings, Lynn Myers, Jerry Pickard — 4.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of Fuel/Gasoline prices in Canada.
 

The Minister made a statement and, with Margaret McCuaig-Johnston and Louis Marmen, answered questions.

 

At 10:02 a.m., the sitting was suspended.

At 10:03 a.m., the sitting resumed.

 
Pursuant to the Order of Reference of Tuesday, November 16, 2004, the Committee resumed consideration of Bill C-19, An Act to amend the Competition Act and to make consequential amendments to other Acts.
 

Diane Brisebois and Peter Hogg made statements and, with Peter Woolford, answered questions.

 

At 11:01 a.m., the Committee adjourned to the call of the Chair.
