Tuesday, February 5, 2002
The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 11:08 a.m. this day, in Room 269, West Block, the Chair, Judi Longfield, presiding.
Member(s) of the Committee present: Eugène Bellemare, Paul Crête, Libby Davies, Monique Guay, Dale Johnston, Judi Longfield, Gurbax Malhi, Serge Marcil, Joe McGuire, Anita Neville, Werner Schmidt, Carol Skelton, Larry Spencer, Diane St-Jacques and Alan Tonks.
In attendance: From the Library of Parliament: Kevin Kerr, Julie Mackenzie and Bill Young, Research Officers.
Witness(es): From the Canadian Human Rights Commission: Nicole Chénier-Cullen, Director General, Employment Equity Branch; Joan Bishop, Director, Statistical Analysis Unit, Employment Equity Branch; Rhys Phillips, Director, Policy and Legislation, Employment Equity Branch; Andrea Wright, Legal Advisor, Legal Services Branch.
Pursuant to Standing Order 106(2), the Committee proceeded to the election of Vice-Chair (Opposition).
On motion of Dale Johnston, it was agreed, -- That Carol Skelton be elected Opposition Vice-Chair of the Committee.
Nicole Chénier-Cullen made a presentation and with the other witnesses answered questions.
The Committee proceeded to the consideration of the following motion of Paul Crête presented to the Clerk on Wednesday, January 20th, 2002, pursuant to the forty-eight hours notice motion adopted on February 20, 2001.
Paul Crête, moved, -- That the Committee invite Mr Michel Bédard, Chief Actuary of the Employment Insurance Plan, to appear before it to discuss the report that for the past few years he has made a practice of tabling to the House every autumn, which has not been made public for 2002.
After debate, the question was put on the motion and it was negatived on the following recorded division:

NAYS: [Eugène Bellemare, Gurbax Malhi,

At 12:58, the sitting was suspended.
At 12:59, the Committee proceeded to sit in camera.
The Committee proceeded to discuss its future business.
It was agreed, -- That the suggested list of witnesses for the Committee’s Review of the Employment Equity Act as per the Library of Parliament Research Branch document dated January 28, 2002 be adopted.
At 1:12 p.m., the Committee adjourned to the call of the Chair.
