Minutes of Proceedings
It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:
Your subcommittee met on Monday, January 17, 2022 and Monday, January 24, 2022, to consider the business of the committee and agreed to make the following recommendations:
1. That CSIS and NSICOP provide a briefing to the committee on selected alleged threats and foreign interference, and the potential implications for Canada;
2. That the Minister be invited to appear, alongside the Chief of Defence Staff on her Mandate Letter and priorities;
3. That, pursuant to Standing Order 108(2), the committee conduct a study, of no fewer than 4 meetings, providing a threat analysis affecting Canada and the Canadian Armed Forces’ operational readiness to meet those threats; including support for international security operations, such as the stability of NATO’s eastern border, including ongoing efforts to support the Security Forces of Ukraine as well as its sovereignty and territorial integrity, emergent threats in the Indo-Pacific region; as well as domestic capacity to respond in support of civil emergencies; and that matters related to logistics, procurement and personnel be included as themes to this study, and that the committee report its findings to the House;
4. That, pursuant to Standing Order 108(2), the committee conduct a study, of no fewer than 4 meetings, on the recruitment and retention of military personnel in the Canadian Armed Forces, including both the regular forces and the reserves; that particular attention be paid to factors including, but not limited to: the role of culture change, including the presence of sexual misconduct, harassment and discrimination in the CAF, and; the effects of the COVID-19 pandemic; support for families, including access to childcare; professional development opportunities; recruitment and training methodologies; role and impacts of privatization, contracting to the civilian sector, and; occupational satisfaction; that the committee report its recommendations to the House and that, pursuant to Standing Order 109, it request that the government table a detailed response to the report;
5. Whereas, climate change is causing more frequent and more severe extreme weather events, leading to increased demand on the Canadian Armed Forces to provide support with personnel and equipment, and; whereas, requests for federal assistance from provinces and territories have increased significantly in response to the COVID-19 pandemic, leading to unprecedented demand on Canadian Forces Health Services; that, pursuant to Standing Order 108(2), the committee conduct a study, of no fewer than 4 meetings, on the challenges this rising domestic demand poses to the CAF, the readiness of the CAF to respond to future requests for assistance, and opportunities to improve the way that the CAF supports provinces and territories and fulfills its domestic, non-combat role more generally; that the committee report its recommendations to the House and that, pursuant to Standing Order 109, it request that the government table a detailed response to the report;
6. That the Minister and officials be invited to appear for two hours on the Estimates, as soon as the Estimates are referred to the committee, and that this meeting be televised.
