Pursuant to Standing Order 108(2) and the motion adopted by the committee on January 31, 2022, the committee resumed its study of rising domestic operational deployments and challenges for the Canadian Armed Forces.

The committee proceed to the consideration of the draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: “Providing aid to the civil power: Disaster relief and the canadian armed forces’ domestic operations”.

It was agreed, — That the Chair, clerk, and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to this report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than: June 17, 2024.

ORDERED, — That the Chair present the report to the House.

At 11:10 a.m., the meeting was suspended.

At 11:15 a.m., the meeting resumed in public.

Pursuant to Standing Order 108(2), the committee resumed its study of Defence Policy Update.

Youri Cormier and David Perry made statements and, with Darren Hawco, answered questions.

Motion

James Bezan moved, — Given that, HMCS Margaret Brooke docked in Havana, Cuba at the same time as several Russian warships; and that the Minister of Foreign Affairs appeared to know nothing about this deployment telling CBC News, “Listen, this is something that I need to look much more closer to. This is information that is news to me.”; that the committee call the Minister of National Defence and the Minister of Foreign Affairs to appear separately for no less than one hour each within seven days of this motion being adopted.

RULING BY THE CHAIR

The motion is inadmissible as no notice was provided and the motion does not relate directly to the business under consideration.

Whereupon, James Bezan appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Chad Collins, Andy Fillmore, Marie-France Lalonde, Emmanuella Lambropoulos, Wayne Long, Lindsay Mathyssen, Christine Normandin — 7;

NAYS: Dean Allison, James Bezan, Cheryl Gallant, Pat Kelly — 4.

At 12:05 p.m., the meeting was suspended.

At 12:17 p.m., the meeting resumed.

Andrea Charron and James Boutilier made statements and answered questions.

Motion

James Bezan moved, — Given the large workload the committee has on the docket, the committee instructs the chair to book five meetings over the months of July 8 and September 13, to deal with unfinished business, such as the RCAF pilot recruitment, training, and retention and other pressing matters as they emerge.

Debate arose thereon.

The question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

At 12:51 p.m., the committee adjourned to the call of the Chair.
