Pursuant to Standing Order 106(4), the Committee commenced consideration of the request by four members of the Committee to undertake a study of the situation surrounding the Phoenix payroll system.

Motion

Kelly McCauley moved, — That the Minister of Public Services and Procurement Canada appear before the Standing Committee on Government Operations and Estimates no later than Friday, August 5, 2016, on the issue of the government's failure to adequately implement the Phoenix payroll system; and that the meeting be televised.

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.

Motion

Yasmin Ratansi moved, — That the Committee hold a briefing with the Deputy Minister of Public Services and Procurement Canada, on the issues surrounding the Phoenix payroll system.

Amendment

Erin Weir moved, — That the motion be amended by adding after the word “Canada” the following: “Rosanna Di Paola, Associate Assistant Deputy Minister, Gavin Liddy, Associate Deputy Minister, Debi Daviau, President of the Professional Institute of the Public Service of Canada and Donna Lackie, National President of the Government Services Union”.

After debate, the question was put on the amendment of Erin Weir and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

The motion, as amended, read as follows:

That the Committee hold a briefing with the Deputy Minister of Public Services and Procurement Canada, Rosanna Di Paola, Associate Assistant Deputy Minister, Gavin Liddy, Associate Deputy Minister, Debi Daviau, President of the Professional Institute of the Public Service of Canada and Donna Lackie, President of the Government Services Union, on the issues surrounding the Phoenix payroll system.

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

The Chair invited the witnesses to sit at the table.

Marie Lemay made a statement and, with Rosanna Di Paola and Gavin Liddy, answered questions.

At 4:33 p.m., the sitting was suspended.

At 4:40 p.m., the sitting resumed.

Donna Lackie and Debi Deviau made statements and answered questions.

Motion

Kelly McCauley moved, — That the Committee shall conduct a full study of the Phoenix payroll system; that the Minister of Public Services and Procurement Canada appear before the committee no later than Friday, August 5, 2016; and that the meeting be televised.

RULING BY THE CHAIR

The Chair ruled the motion out of order as it was similar in intent to one already negatived, and without sufficient variance to constitute a new question.

At 5:25 p.m., the sitting was suspended.

At 5:27 p.m., the sitting resumed.

The question was put on the motion and it was negatived.

At 5:30 p.m., the sitting was suspended.

At 5:31 p.m., the sitting resumed.

On motion of Erin Weir, it was agreed, — That the Committee study the Phoenix payroll system and invite witnesses including the Minister of Public Services and Procurement, the Deputy Minister of Public Services and Procurement, federal employees who have not been paid correctly and their union representatives.

Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Thursday, July 28, 2016, the Committee commenced its study of the Phoenix payroll system.

Debi Daviau and Donna Lackie made further statements.

At 5:38 p.m., the Committee adjourned to the call of the Chair.
