Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 20, 2018, the Committee commenced its study of the Greening Government Strategy.

Nick Xenos, Kevin Radford, Gail Haarsma, Carol Najm and Julie Gelfand made statements and, with the other witnesses, answered questions.

Kelly McCauley moved, — That, pursuant to Standing Order 108(2), the Committee undertake a study of the federal government’s defence procurement process; that the study consist of no less than ten meetings; and that the study begin no later than Friday, November 30, 2018.

Debate arose thereon.

Kyle Peterson moved, — That the debate be now adjourned.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 1.

Questioning of the witnesses resumed.

Daniel Blaikie moved, — That, pursuant to Standing Orders 108(3)(c)(ix), the Committee invite the Interim President and CEO of the Canada Post Corporation, Jessica L. McDonald, and the national president of Canadian Union of Postal Workers, Mike Palecek, to provide a briefing on the management practices of Canada Post, particularly the deplorable practice of targeting sick and vulnerable workers in response to the rotating strike taking place during the current round of collective bargaining, and that this briefing take place no later than Thursday, November 8, 2018.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Daniel Blaikie, Gérard Deltell, Kelly McCauley — 3;

NAYS: Pierre Breton, Francis Drouin, Kyle Peterson, Yasmin Ratansi, Jean Yip — 5.
