Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, April 29, 2019, the Committee commenced consideration of the subject matter of clauses 222 to 224 (Part 4, Division 10) of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures.

Randall Koops made a statement and, with Jacques Talbot, answered questions.

At 4:38 p.m., pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

Questioning of the witnesses resumed.

Motion

Ruby Sahota moved, — That, the Committee recommend the Standing Committee on Finance consider amending Division 10 of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures, to:

  1. Require full reports prepared by the Management Advisory Board, per 45.18 (3), to be automatically provided to the Minister;
  2. encourage diverse representation on future iterations of the Management Advisory Board, including but not limited to women, Indigenous persons, persons with disabilities, members of the LGBTQ+ community and members of visible minorities;
  3. require that Gender-Based Analysis+, or any future program that may reasonably be viewed as its successor, be incorporated into the Management Advisory Board's work; and
  4. include in the mandate of the Management Advisory Board language referring to harassment and cultural change in reference to plans for transformation and modernization.

On motion of Glen Motz, it was agreed, — That the motion be amended by replacing the words “community and members of visible minorities;” with the words “community, and visible minorities, and ensure that selection of board members is merit based;”.

The Committee resumed consideration of the motion, as amended, of Ruby Sahota, — That, the Committee recommend the Standing Committee on Finance consider Amending Division 10 of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures, to:
