Minutes of Proceedings
It was agreed, —That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in as amended:
That, with respect to Bill C-14, An Act to amend the Criminal Code and to make related amendments to other Acts (medical assistance in dying):
a) the Committee begin a subject matter study of the bill beginning on Monday, May 2, 2016, if the Bill itself has not yet been referred to Committee;b) if Bill C-14 is referred to the Committee by the House during the subject matter study, all evidence and documentation received in public in relation to its subject matter study of Bill C-14 be deemed received by the Committee in the context of its legislative study of Bill C-14;
c) the invited witnesses limit testimony to suggested amendments to the text of the bill so as to not replicate the work of the Special Joint Committee on Physician-Assisted Dying;
d) the Committee, in addition to its regular meetings, proceed to sit outside its timeslot on Monday, May 2, 2016, through Wednesday, May 4, 2016, from 4:00 p.m. until 8:30 p.m. to hear witness testimony and then on Monday, May 9, 2016, through Wednesday, May 11, 2016, from 4:00 p.m. until 8:30 p.m. as necessary in order to complete clause-by-clause consideration;
e) the Committee proceed to clause-by-clause consideration of Bill C-14 on Monday, May 9, 2016, at 4:00 p.m.;
f) amendments be submitted to the clerk of the Committee no later than 5:00 p.m., Thursday, May 5, 2016, for inclusion in the package of amendments, however this does not preclude any member from submitting additional amendments before or during the clause-by-clause consideration of the Bill;
g) the package of amendments be distributed to all members on Friday, May 6, 2016;
h) briefs submitted shall be no longer than three (3) pages.
It was agreed, — That a proposed budget in the amount of $39,600, for the study of Bill C-14, An Act to amend the Criminal Code and to make related amendments to other Acts (medical assistance in dying), be adopted.
