Minutes of Proceedings
At 3:35 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.
Joseph Tokwiro Norton and Kahsennenhawe Sky-Deer made statements.
At 3:46 p.m., the sitting was suspended.
At 4:09 p.m., the sitting resumed.
Sharon McIvor and Jeremy Matson made statements and, with the other witnesses, answered questions.
Cathy McLeod moved, — That, in light of recent testimony the Committee has heard during its study of the subject matter of Bill S-3, An Act to Amend the Indian Act (elimination of known sex-based inequities in registration), the Committee:
- suspend its study in recognition of the Bill’s technical flaws and inadequate First Nations consultations;
- resume its study once the Government of Canada has consulted with involved parties and ensured there are no technical flaws;
- recommend that the Government of Canada request an extension on passing legislation from the Superior Court of Quebec, as recommended by Assembly of First Nations National Chief Perry Bellegarde; and that the Committee report this recommendation to the House.
Gary Anandasangaree moved, — That the debate be now adjourned.
The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.
The Committee resumed consideration of the subject matter of Bill S-3, An Act to amend the Indian Act (elimination of sex-based inequities in registration). Questioning of the witnesses resumed.
At 5:17 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.
The witnesses answered questions.
At 5:28 p.m., the Committee adjourned to the call of the Chair.
