Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, January 31, 2017, the Committee proceeded to a briefing by Global Partnership for Education.

Julia Gillard and Karen Mundy made statements and answered questions.

At 9:56 a.m., the sitting was suspended.

At 10:02 a.m., the sitting resumed in camera.

Pursuant to Standing Order 108(2), the motion adopted by the Committee on Foreign Affairs and International Development on February 4, 2016, and the motion adopted by the Subcommittee on International Human Rights on June 16, 2016, the Committee commenced its study on the Human Rights Situation in Burundi.

It was agreed, — That the draft report be adopted.

It was agreed, — That the report be entitled: "Division and Human Rights Violations in Burundi".

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

ORDERED, — That the Chair present the report to the House.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, in relation to the Subcommittee on International Human Right's study of Human Rights Situation in South Sudan, the proposed budget in the amount of $ 15,900.00, be adopted.

It was agreed, — That, pursuant to Standing Order 108(2), the Standing Committee on Foreign Affairs and International Development undertake a study on the provision of assistance to Canadians in difficulty abroad, including but not limited to: standard consular assistance; complex cases, including political and human rights-related consular cases, international child abductions, kidnapping and hostage situations, and cases involving permanent residents of Canada; consular service fees; and coordination of services among relevant government departments; and report its findings back to the House.

At 10:21 a.m., the Committee adjourned to the call of the Chair.
