It was agreed, — That in relation to the studies of Women, Peace and Security and the Canadian Government's Countries of Focus for Bilateral Development Assistance, the proposed budget in the amount of $131,487.08, for the Committee’s travel to Guatemala and Colombia in the summer and fall of 2016, be adopted.

It was agreed, — That in relation to the Subcommittee on International Human Rights' study of Canada’s Global Engagement on Human Rights Issues, particularly through the United Nations (UN) and its Agencies, the proposed budget in the amount of $34,486.77, for the Committee’s travel to New York City in the fall of 2016, be adopted.

It was agreed, — That in relation to the Subcommittee on International Human Rights' study of the role of the Canadian Museum for Human Rights as a center of expertise in past achievements in Canada’s contribution to international human rights, and in highlighting existing Canadian initiatives to enhance our effectiveness in that field, the proposed budget in the amount of $22,454.00, for the Committee’s travel to Winnipeg, be adopted.

It was agreed, — That in relation to the Subcommittee on International Human Rights' study of Canada’s Global Engagement on Human Rights Issues, particularly by exchanging with the human rights committees in the U.S. Congress, the proposed budget in the amount of $31,707.91, for the Committee’s travel to Washington, D.C., be adopted.

The Committee commenced consideration of a draft report.

It was agreed, — That the draft report be adopted.

It was agreed, — That the report be entitled: Sentenced to a Slow Demise: The Plight of Myanmar's Rohingya Minority.

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

ORDERED, — That the Chair present the report to the House.

It was agreed, — That the analysts and the Clerk, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution upon presentation of the report to the House.

Marc Miller moved, — That, pursuant to Standing Order 108(2), the Committee report the following immediately to the House:

a) that the House recognize that there is strong evidence that the so-called Islamic State of Iraq and the Levant (ISIL) has committed and is committing war crimes, crimes against humanity and genocide against religious, ethnic, and other groups in Iraq and Syria, including Yezidis, Shia and Sunni Muslims, Christians and members of the LGBTQ2 community;

b) that the Government of Canada continue its efforts to have these atrocities properly investigated and, where appropriate, referred to the International Criminal Court to formally determine the existence of genocide and to bring the perpetrators of these crimes to justice; and

c) that the Government of Canada and the international community continue their efforts to combat ISIL as well as help protect these vulnerable populations.

Debate arose thereon.
