Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 1, 2016, the Committee resumed consideration of the subject matter of Bill C-30, An Act to implement the Comprehensive Economic and Trade Agreement between Canada and the European Union and its Member States and to provide for certain other measures.

Alain Lavoie, by videoconference from Montréal, Québec, Gus Van Harten, by videoconference from Toronto, Ontario, Claire Citeau and Jim Keon made statements and answered questions.

At 12:48 p.m., the sitting was suspended.

At 12:50 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, with respect to Bill C-31, An Act to implement the Free Trade Agreement between Canada and Ukraine:

  1. the Committee begin a subject matter study of the Bill on Thursday, December 1, 2016, if the Bill itself has not yet been referred to Committee;
  2. officials be invited on Thursday, December 1, 2016 for one hour;
  3. during the appearance of the Minister of International Trade on Thursday, December 1, 2016, regarding Bill C-30, the Minister be also invited to discuss Bill C-31;
  4. if Bill C-31 is referred to the Committee by the House during the subject matter study, all evidence and documentation received in public in relation to its subject matter study of Bill C-31 be deemed received by the Committee in the context of its legislative study of Bill C-31; and
  5. the Clerk of the Committee write to each Member who is not a member of a caucus represented on the Committee to inform them of the beginning of the subject matter study of the Bill by the Committee and invite them to start working on their proposed amendments to the Bill, which they would suggest that the Committee consider during the clause-by-clause study of the Bill at a date to be determined.

At 12:58 p.m., the Committee adjourned to the call of the Chair.
