The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met in camera at 8:45 a.m. this day, in Room 7-52, 131 Queen Street, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Tarik Brahmi, Brad Butt, Rodger Cuzner, Sadia Groguhé, Larry Maguire, Colin Mayes, Phil McColeman, Cathy McLeod and Jinny Jogindera Sims.

 

In attendance: Library of Parliament: Isabelle Lafontaine-Émond, Analyst; Édison Roy-César, Analyst; Chantal Collin, Analyst, by teleconference.

 

Witnesses: National Association of Friendship Centres: Jeffrey Cyr, Executive Director; Yancy Craig, Director, Strategic Development. Toronto Workforce Innovation Group: Karen Lior, Executive Director. Department of Employment and Social Development: Judith Andrew, Commissioner for Employers, Canada Employment Insurance Commission. Restaurants Canada: Joyce Reynolds, Executive Vice-President, Government Affairs. As an individual: Alain Noël, Professor, Department of Political Science, Université de Montréal.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
The Committee proceeded to give drafting instructions to the analysts for a report.
 

It was agreed, — That the Subcommittee on Agenda and Procedure meet on Tuesday, June 17, 2014, to discuss future business.

 

At 9:10 a.m., the sitting was suspended.

At 9:12 a.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 29, 2014, the Committee resumed its study of the renewal of the Labour Market Development Agreements (LMDA).
 

Jeffrey Cyr and Karen Lior made statements.

 

At 9:27 a.m., the sitting was suspended.

At 9:32 a.m., the sitting resumed.

 

Judith Andrew, Joyce Reynolds and, by videoconference from Montréal, Québec, Alain Noël made statements and answered questions.

 

At 10:04 a.m., the Committee adjourned to the call of the Chair.
