The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 8:47 a.m. this day, in Room C-180, 1 Wellington Street, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Brad Butt, Rodger Cuzner, Colin Mayes, Phil McColeman, Cathy McLeod and Jinny Jogindera Sims.

 

Acting Members present: Alexandre Boulerice for Sadia Groguhé, Wayne Marston for Tarik Brahmi and Robert Sopuck for Devinder Shory.

 

In attendance: Library of Parliament: Havi Echenberg, Analyst; Isabelle Lafontaine-Émond, Analyst.

 

Witnesses: House of Commons: Blaine Calkins, M.P., Wetaskiwin. Canadian Labour Congress: Hassan Yussuff, Secretary-Treasurer; Chris Roberts, Senior Researcher, Social and Economic Policy Department. Federally Regulated Employers - Transportation and Communications (FETCO): John Farrell, Executive Director. Public Service Alliance of Canada: Robyn Benson, National President; Magali Picard, Regional Executive Vice-President (Quebec); Shannon Blatt, Legal Officer. Pursuant to the Order of Reference of Wednesday, January 29, 2014, the Committee commenced consideration of Bill C-525, An Act to amend the Canada Labour Code, the Parliamentary Employment and Staff Relations Act and the Public Service Labour Relations Act (certification and revocation — bargaining agent).
 

Blaine Calkins made a statement and answered questions.

 

At 9:19 a.m., the sitting was suspended.

At 9:23 a.m., the sitting resumed.

 

Hassan Yussuff, John Farrell, Robyn Benson, Magali Picard, George Smith, Kevin Banks, by videoconference from Kingston, Ontario, and Anthony Giles, each made a statement and, with Shannon Blatt and Chris Roberts, answered questions.

 

At 10:48 a.m., the Committee adjourned to the call of the Chair.
