The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 11:01 a.m. this day, in Room 237-C, Centre Block, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Hon. Carolyn Bennett, Dennis Bevington, Ray Boughen, Rob Clarke, Jean Crowder, Jonathan Genest-Jourdain, Jim Hillyer, Carol Hughes, Kyle Seeback, Mark Strahl and Chris Warkentin.

 

Acting Members present: Alex Atamanenko for Dennis Bevington and Linda Duncan for Carol Hughes.

 

In attendance: Library of Parliament: Norah Kielland, Analyst; Tonina Simeone, Analyst.

 

Appearing: Hon. Bernard Valcourt, Minister of Aboriginal Affairs and Northern Development.

 

Witnesses: Department of Indian Affairs and Northern Development: Brenda Kustra, Director General, Governance Branch. Department of Justice: Tom Vincent, Counsel, Operations and Programs Section. Norway House Cree Nation: Chief Ron Evans. Sagkeeng First Nation: Chief Donovan Fontaine. Atlantic Policy Congress of First Nations Chiefs: Chief Dean Vicaire, Executive Co-Chair; John G. Paul, Executive Director.

 
Pursuant to the Order of Reference of Tuesday, October 29, 2013, the Committee commenced consideration of Bill C-9, An Act respecting the election and term of office of chiefs and councillors of certain First Nations and the composition of council of those First Nations.
 

The Minister made a statement and answered questions.

 

At 11:55 a.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed.

 

Chief Dean Vicaire, John G. Paul, Grand Chief Ron Evans and Chief Donovan Fontaine made statements and answered questions.

 

On motion of Jean Crowder, it was agreed, — That, pursuant to Standing Order 108(2), the Committee resume its study on Land-Use and Sustainable Economic Development from the First Session of the 41st Parliament, and; that the evidence and documentation received during the First Session of the 41st Parliament in relation to this study be taken into consideration by the Committee in the current session.

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
