The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 8:31 a.m. this day, in Room 253-D, Centre Block, the Chair, Blake Richards, presiding.

 

Members of the Committee present: Niki Ashton, John Barlow, Earl Dreeshen, Jonathan Genest-Jourdain, Blake Richards, Kyle Seeback and Mark Strahl.

 

Acting Members present: Dennis Bevington for Carol Hughes, Yvonne Jones for Hon. Carolyn Bennett and Ryan Leef for Rob Clarke.

 

In attendance: Library of Parliament: Norah Kielland, Analyst; Maxime Charron-Tousignant, Analyst.

 

Appearing: Hon. Bernard Valcourt, P.C., M.P., Minister of Aboriginal Affairs and Northern Development.

 

Witnesses: Department of Justice: Tom Isaac, Senior Counsel, Negotiations, Northern Affairs and Federal Interlocutor. Department of Indian Affairs and Northern Development: Tara Shannon, Director, Resource Policy and Programs Directorate, Northern Affairs; Stephen Van Dine, Assistant Deputy Minister, Northern Affairs.

 
Pursuant to the Order of Reference of Wednesday, March 11, 2015, the Committee commenced consideration of Bill S-6, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and the Nunavut Waters and Nunavut Surface Rights Tribunal Act.
 

The Minister made a statement and answered questions.

 

At 9:26 a.m., the sitting was suspended.

At 9:30 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a proposed budget in the amount of $32,200, for the study of Bill S-6, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and the Nunavut Waters and Nunavut Surface Rights Tribunal Act, be adopted.

 

It was agreed, — That in relation to the study of Bill S-6, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and the Nunavut Waters and Nunavut Surface Rights Tribunal Act, the proposed supplementary budget in the amount of $15,000, for the Committee’s travel to Whitehorse, Yukon, in Winter - Spring 2015, be adopted.

 

It was agreed, — That individuals and organizations who have requested to appear before the Committee in relation to Bill S-6 be invited to submit a brief.

 

At 9:41 a.m., the Committee adjourned to the call of the Chair.
