The Standing Committee on Industry, Science and Technology met at 3:30 p.m. this day, in Room 8-53, 131 Queen Street, the Chair, David Sweet, presiding.

Members of the Committee present: Peter Braid, John Carmichael, Peter Julian, Mike Lake, Hélène LeBlanc, Brian Masse, Phil McColeman, Hon. Geoff Regan, Lee Richardson, David Sweet and Glenn Thibeault.

Acting Members present: Ben Lobb for Cheryl Gallant and Robert Sopuck for Phil McColeman.

In attendance: Library of Parliament: Dillan Theckedath, Analyst.

Witnesses: As individuals: Michael Geist, Canada Research Chair, Internet and E-commerce Law, University of Ottawa; Jacques St Amant, Lecturer , Department of Legal Sciences, Université du Québec à Montréal. Ryerson University: Wendy Cukier, Vice-President of Research and Innovation. Ottawa Centre for Regional Innovation: Blair Patacairk, Senior Director, Investment; Samer Forzley, Managing Director, Market Drum. Canadian Manufacturers and Exporters: Mathew Wilson, Vice-President, National Policy; Martin Lavoie, Director, Manufacturing Competitiveness and Innovation Policy.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, September 26, 2011, the Committee resumed its study of the e-commerce market in Canada.

Michael Geist, Jacques St Amant, Mathew Wilson, Wendy Cukier, Blair Patacairk and Samer Forzley made statements and, with Martin Lavoie, answered questions.

At 5:36 p.m., the Committee adjourned to the call of the Chair.
