The Standing Committee on Finance met at 11:00 a.m. this day, in Room 306, La Promenade Building, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Guy Caron, Raymond Côté, Shelly Glover, Randy Hoback, Brian Jean, Cathy McLeod, James Rajotte, Murray Rankin and Dave Van Kesteren.

 

Acting Members present: James Bezan for Brian Jean, Lysane Blanchette-Lamothe for Peggy Nash, Lois Brown for Brian Jean, Anne-Marie Day for Peggy Nash and Ted Hsu for Hon. Scott Brison.

 

In attendance: Library of Parliament: Mark Mahabir, Analyst; Michaël Lambert-Racine, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

Pursuant to the Order of Reference of Monday, June 10, 2013, the Committee commenced consideration of Bill S-17, An Act to implement conventions, protocols, agreements and a supplementary convention, concluded between Canada and Namibia, Serbia, Poland, Hong Kong, Luxembourg and Switzerland, for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes.
 

Alain Castonguay made a statement and, with Ted Cook, answered questions.

 

At 11:45 a.m., the sitting was suspended.

At 11:48 a.m., the sitting resumed.

 

Brigitte Alepin, Arthur Cockfiled, Dennis Howlett, H. David Rosenbloom, by videconference from Washington, D.C. and Alain Deneault, by videoconference from Paris, France, made statements and, with Brian Ernewein, answered questions.

 

It was agreed, — That a proposed budget in the amount of $3,800, for the study of Bill S-17, An Act to implement conventions, protocols, agreements and a supplementary convention, concluded between Canada and Namibia, Serbia, Poland, Hong Kong, Luxembourg and Switzerland, for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes, be adopted.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of Clause 1, Short Title, was postponed.

The Chair called Clause 2.

Debate arose thereon.

 

By unanimous consent, Clauses 2 to 15 inclusive carried severally.

 

By unanimous consent, Schedules 1 to 6 inclusive carried severally.

 

Clause 1, Short Title, carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.
