The Standing Committee on Environment and Sustainable Development met by videoconference at 3:31 p.m. this day, in Room C-120, 1 Wellington, the Chair, James Bezan, presiding.

 

Members of the Committee present: Scott Armstrong, James Bezan, Bernard Bigras, Steven Blaney, Blaine Calkins, Linda Duncan, Joyce Murray, Francis Scarpaleggia, Mark Warawa and Stephen Woodworth.

 

Acting Members present: Nicole Demers for Christian Ouellet, Mark Holland for Joyce Murray and Hon. Geoff Regan for Gerard Kennedy.

 

Associate Members present: Nathan Cullen.

 

In attendance: Library of Parliament: Kristen E. Courtney, Analyst; Tim Williams, Analyst.

 

Witnesses: Linda Duncan, M.P., Edmonton—Strathcona. As individuals: David Boyd, Adjunct Professor, Resource and Environmental Management, Simon Fraser University; Stewart Elgie, Professor, Faculty of Law, University of Ottawa, Associate Director, Institute of the Environment. Nature Québec: Christian Simard, Executive Director.

 
Pursuant to the Order of Reference of Wednesday, June 16, 2010, the Committee commenced consideration of Bill C-469, An Act to establish a Canadian Environmental Bill of Rights.
 

Linda Duncan made an opening statement.

 

At 3:44 p.m., the sitting was suspended.

At 3:45 p.m., the sitting resumed.

 

David Boyd, by videoconference from Vancouver, British Columbia, and Stewart Elgie made statements and answered questions.

 

At 4:42 p.m., the sitting was suspended.

At 4:44 p.m., the sitting resumed.

 

Christian Simard, by videoconference from Quebec, Quebec, made a statement and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Scott Armstrong moved, — That the Committee continue working on the statutory review of the Species at Risk Act (SARA) on Mondays until it finishes providing direction to the analysts for the writing of the SARA draft report; and that the Committee continue hearing from witnesses on Bill C-469, An Act to establish a Canadian Environmental Bill of Rights, on Wednesdays.

Debate arose thereon.

 

Mark Holland moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was negatived on division.

 

The Committee resumed consideration of the motion of Scott Armstrong.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
